Welcome Remarks by H.E. Cho Tae-yul

High-level Luncheon, REAIM Summit 2024

September 10, 2024, Seoul

Good afternoon everyone. It's great to see you all again.

I would first like to acknowledge the co-hosts of this Summit: H.E. Ruben Brekelmans, Minister of Defence of the Netherlands; Dr. Ng Eng Hen Minister for Defence of Singapore; Honorable Roselinda Soipan Tuya, Cabinet Secretary for Defence of Kenya; and Lord Vernon Coaker, Minister of State for Defence of the United Kingdom.

I’d also like to thank H.E. 윤병세, Co-chair of the Global Commission on REAIM for his invaluable role supporting the Summit.

I'm very pleased to see how productive and fruitful our discussions have been.

As we deep dive into the issue surrounding the new technology of AI, some cautionary tales from history come to mind.

Take, for instance, the words of the banker who refused to invest in the Ford Motor Company in 1903, stating: “The horse is here to stay, but the automobile is only a novelty--a fad.”

If his words were a gross underestimation, we also have the hyperbolic words of Lord Palmerstone, British Prime Minister, who upon receiving the first diplomatic telegram in 1860 declared, “My God! This is the end of diplomacy!”

With the benefit of hindsight, we know that they both missed the mark by a mile.

For one, diplomacy is very much alive today.

Yet, these stories tell us of more than just the limit of foresight, when it comes to new technology.

They remind us of the crucial necessity of having more than one voice in the room and the importance of pooling our wisdom together in a gathering such as this.

This is why the REAIM Summit embraces the inclusive, multi-stakeholder approach, bringing together governments, academia, industry, and civil society.  

There is no one that embodies this spirit of inclusivity than the commissioners and experts of the REAIM Global Commission.

This esteemed group comprises some of the brightest minds from across the globe--leaders, policymakers, and innovator--each contributing a wealth of knowledge.

Their insights will be instrumental in guiding our discussions at the tables today.

I hope this luncheon gives us a chance to deepen the friendships we have forged and serves as a bridge between the rich plenary discussions we’ve had so far and the key ministerial roundtable ahead.

Through the course of the ministerial roundtable, we will continue to share national viewpoints, discuss challenges, and explore avenues for international cooperation.

In a tribute to diversity, the meal for this lunch has been prepared in the Korean bansang style.

Bansang is a traditional Korean meal arrangement where a variety of dishes are thoughtfully prepared and served together, symbolizing harmony, balance, and the importance of every component in creating a complete dining experience.

Before I close, I would also like to call on all those who have not yet endorsed the Blueprint for Action to do so. Remember, there is no free lunch!

So, with that, I'd like to propose a toast to the resounding success of the REAIM Summit.

2024 REAIM 고위급회의 오찬사(9.10) 

안녕하십니까, 여러분. 다시 뵙게 되어 매우 반갑습니다.

먼저, 이번 고위급회의를 공동 주최해주신 네덜란드의 루벤 브레켈만스 국방장관님, 싱가포르의 응 엥 헨 국방장관님, 케냐의 로즈린다 소이판 투야 국방장관님, 영국 국방장관 버논 코커 경께 깊은 감사를 드립니다.

또한 이번 고위급회의를 물심양면 지원해주신 REAIM 국제위원회 윤병세 공동 의장께도 감사의 인사를 드립니다.

저는 우리가 매우 생산적이고 유익한 논의를 이어가고 있는 것에 대해 기쁘게 생각합니다.

인공지능(AI)이라는 새로운 기술에 대해 깊이 논의하다 보니, 머릿속에 교훈을 주는 역사 속 이야기들이 몇 가지 떠올랐습니다.

예를 들어, 1903년 포드 자동차에 투자하기를 거절한 은행가의 말을 떠올려보십시오. 그는 “말(horse)은 절대 사라질 일이 없지만, 자동차는 일시적인 유행에 불과하다”라고 말했습니다.

그 은행가의 말이 지나친 과소평가였다면, 영국 총리였던 팔머스톤 경은 1860년 최초의 외교 전문을 받아보며“맙소사! 이것은 외교의 종말이야!”라고 외치며 지나친 과대평가를 했습니다.

지금 돌이켜보면 두 사람 모두 큰 오판을 내렸음을 알 수 있습니다.

일례로, 외교는 오늘날 여전히 건재합니다.

다만, 새로운 기술을 논함에 있어, 이 이야기들은 우리에게 예측의 한계보다 더 중요한 교훈을 일깨워줍니다.

그것은 바로 지금 이와 같은 자리에서 다양한 이들의 의견을 청취하고, 우리의 지혜를 한데 모으는 것의 중요성입니다.

이것이 바로 REAIM 고위급회의가 정부, 학계, 산업계, 그리고 시민 사회가 함께하는 포용적인 다중이해관계자 접근법을 지향하는 이유입니다.

이 포용의 정신을 누구보다 잘 구현한 이들이 바로 REAIM 국제위원회 위원들과 전문가들입니다.

이 존경받는 단체는 세계 각지의 가장 뛰어난 지성인들로 구성되어 있으며, 각자의 분야에서 지도자, 정책 입안자, 혁신가로서 풍부한 지식을 보태고 있습니다.

이들의 통찰력은 지금의 우리 논의를 이끌어가는 데 매우 중요한 역할을 할 것입니다.

이번 오찬이 우리가 쌓아온 우정을 더 돈독히 하고, 그간 있었던 본회의의 풍부한 논의들과 앞으로 있을 중요한 장관급 라운드테이블 사이의 가교 역할을 할 수 있기를 바랍니다.

장관급 라운드테이블에서는 각국의 관점을 공유하고, 도전 과제를 논의하며, 국제협력 방안을 모색하는 논의가 이어질 것입니다.

다양성을 존중하는 차원에서, 이번 오찬은 한국의 반상 차림으로 준비되었습니다.

반상 차림은 엄선된 다양한 요리를 밥상 하나에 차려 내는 한국의 전통 상차림으로, 이는 조화와 균형, 그리고 모든 요리가 하나의 완벽한 식사를 만들어내는 데 각자 중요한 역할을 한다는 상징적 의미를 담고 있습니다.

끝으로, 아직 ‘행동을 위한 청사진(Blueprint for Action)’을 지지하지 않은 분들께 지지를 요청드립니다. 잊지 마십시오. 세상에 공짜 점심은 없습니다!
